Officer Class I has been transferred to this department and also a Woman Confidential Assistant Class I to replace a Senior Woman Confidential Assistant. The post of Indian Liaison Officer formerly provided for under temporary staff is now shown under the pensionable establishment. Three additional posts of Women Confidential Assistants Class II were approved during 1950 as well as 20 new posts of Coolies required as the result of the opening of new and larger Police stations.
Personal emoluments show a small increase of $27,006 but two items, accommodation and subsistence allowances amounting to $107,000, and casual labour totalling 85,270, have been transferred from personal emoluments to Other Charges.
Rocurrent expenditure shows a considerable increase
Of this amount $865,700 is required for
of $1,367,600. clothing and accoutrements as the result of both the expansion of the Force and the delays in fulfilling indents placed in the previous year. The two next most important increases are an additional $125,000 for arms and ammunition, and an extra $102,700 for stores and equipment to cover the increased requirements of the Force. The provision for subsistence allowances which is shown for the first time under Other Charges is 290,000 compared with the higher figure of 107,000 shown under personal emoluments for the previous year. Other increases of some importance are 350,000 for fuel, light and power, $50,000 for special services, $46,300 for maintenance of plant and equipment, $37,000 for upkeep of vehicles, $19,000 for advertising, $16,000 for travelling expenses, and 15,000 for photo- graphic materials. The new sub-head for casual labour includes the former provisions under personal emoluments as well as those previously made under barrack conservancy and maintenance of grounds, cleaning of offices, and identification of criminals. The provision for recruiting expenses is no longer required since funds are now provided under Miscellaneous Services but 21,900 is needed for courses of instruction abroad which was formerly in turn provided for under Miscellaneous Services. The only other sub-head is the maintenance of band instruments required as the result of the formation of the Police band. A few savings have been made and these include $27,350 for uniforms for civilian staff, $25,900 for rent of stations and quarters, $15,000 for incidental expenses, $2,400 for teachers allowances, and $1,000 for medals.
Expenditure on non-recurrent items shows a reduction of $143,400. The greater part of the requirements are in respect of replacements for motor transport. remaining items are self-explanatory.
